Inspired by the Ten Commandments, a self-proclaimed Moses commits a series of gruesome crimes to jolt society’s conscience and restore its moral values. Peter (Dirk Van Dijck), a jaded police officer and Vicky (Marie Vinck), his ambitious young partner, get caught up in a seemingly impossible hunt for the perpetrator, whose popularity increases with some people despite his cruelty.
